Notice on the Promotion, Application, and Management of New Wall Materials in Changsha, Hunan 2024
Recently, the Changsha Municipal Housing and Urban-Rural Development Bureau issued a notice on "Strengthening the Promotion, Application, and Management of New Wall Materials," clarifying the relevant work requirements for further strengthening the promotion and application of new wall materials. Lightweight wall panels, a type of new wall material used in prefabricated buildings, must not refuse the use of new wall materials.

In accordance with the requirements of the "Hunan Province New Wall Material Promotion and Application Regulations" and the "Hunan Province Green Building Development Regulations" and other documents, the following notice is hereby issued regarding the strengthening of the promotion and application of new wall materials in Changsha City.
1. Clarify Work Requirements
The promotion and application of new wall materials should focus on urban areas and gradually extend to rural areas. Among them, new construction, reconstruction, and expansion of housing construction projects in urban areas of Changsha City and its districts and counties must use new wall materials in accordance with relevant regulations above the zero level.The use of clay bricks is completely prohibited.(Except for special projects such as the restoration of ancient buildings included in historical and cultural protection.) Actively promote the further coverage of new wall materials in rural areas and steadily increase the usage rate of new wall materials in rural areas.
2. Implement Main Responsibilities
Taking projects as the starting point, strictly implement the responsibilities of all parties to ensure that new construction, reconstruction, and expansion of housing construction projects.Strictly use new wall materials as required..
(1) The construction unit should actively promote the application of new wall materials during the construction process of housing projects.They must not explicitly or implicitly suggest that design or construction units refuse to use new wall materials..
(2) The design unit should strictly follow relevant regulations and clearly indicate the type and technical performance indicators of new wall materials in the construction drawing design documents. The selected types of wall materials should be included in the national published catalog of new wall material products.
(3) The construction drawing review agency should strengthen the review of the design documents that must indicate the content of new wall materials. Those that do not design the use of new wall materials shall not issue a qualified review certificate for the construction drawing design documents.
(4) The construction unit's use of new wall materials should comply with the requirements of the construction drawing design documents. Before large-scale construction and installation, physical process samples and graphic explanations should be set up and jointly accepted and confirmed by all responsible units. It is strictly prohibited to replace new wall materials with clay products. Except for special parts, wall construction projects above the zero level must use wall material products recognized as new wall materials at the provincial level, and the selection of new wall material products that have obtained green building material certification is encouraged.
(5) The supervision unit should carefully inspect the wall materials entering the site, review the quality certification documents, strictly implement the witness sampling system, and conduct on-site witness sampling for building materials. They can only be used after being signed by a professional supervising engineer, and supervision should be implemented for the use of new wall materials.
(6) New wall material production enterprises should properly label products as required, strengthen product quality control, and ensure that product quality meets relevant standard requirements. For lightweight wall panels used in prefabricated buildings,lightweight wall panelsas new wall materials, should also meet the technical requirements for preventing cracking of lightweight wall panels used in Changsha City.New wall material production enterprises should provide technical disclosure to construction units, offer correct stacking and protection methods for new wall material products, and clarify construction processes and construction quality safety control requirements.New wall material production enterprises should provide technical disclosures to construction units, including correct stacking and protection methods for new wall material products, clear construction processes, and safety control requirements for construction quality.
3. Strengthen Supervision and Management
Further improve the closed management mechanism of administrative supervision, implement supervision and management requirements, and strengthen the supervision of the entire process of new wall material application.
The Municipal Green Building Center should strengthen the supervision and inspection of the promotion and application of new wall materials in municipal housing construction projects, accept and handle related complaints, and promptly investigate illegal activities.
The Municipal Quality and Safety Station should cooperate in promoting the application of new wall materials, incorporating the application of new wall materials into the daily supervision of construction quality and safety of housing construction projects.
The Xiangjiang New District, various districts and counties, and housing construction departments in various parks should strengthen the supervision and management of the promotion and application of new wall materials in the projects they supervise, and include the application of new wall materials in the project acceptance scope.
4. Enhance Information Technology Level
The Municipal Green Building Center should further improve the Changsha Building Material Application Information Platform (hereinafter referred to as the platform), increase the coverage of information management, continuously improve service quality and efficiency, and achieve "let data run more, and the public run less."
(1) The construction unit can apply for verification of the application of new wall materials through the platform before the masonry project is basically completed and not covered with plaster. New wall material enterprises can fill in relevant data information on the platform, and the relevant information will serve as the main basis for the use of new wall materials.
(2) Each new wall material production enterprise in Changsha City can submit relevant production and sales, waste utilization, and other data through the platform every quarter.
5. Expand Application Scenarios
Increase efforts in the "Rural Promotion" work, actively promote new wall materials to rural areas. Fully combine policies such as green rural housing construction, green building materials going to the countryside, and beautiful countryside construction, guiding rural housing construction to actively select new wall materials and green building material products.
6. Strengthen Industry Guidance
Municipal and county (city, district) construction administrative departments and wall reform institutions should actively guide enterprises to develop towards green building materials and prefabricated building components, continuously improve industrialization, information technology, and intelligence levels to meet the needs of green intelligent construction, prefabricated buildings, and green building development. Cultivate and support qualified enterprises to apply for green building material certification. Increase publicity efforts through various forms such as the internet, newspapers, forums, and short videos to conduct extensive and multi-dimensional publicity, enhancing public awareness of new wall materials and green building materials, and creating a good public opinion atmosphere.
7. Promote County Work
The Xiangjiang New District and housing construction departments in various counties (cities) should implement the work according to the requirements of this notice, clarify functional responsibilities, and report the application of new wall materials in the projects they supervise to the Municipal Green Building Center every December.
8. Others
This notice will be implemented from May 1, 2024, and is valid for 5 years.
