Notice on Further Strengthening the Management of External Wall Insulation Projects in Changsha City, Hunan Province: Priority should be given to self-insulation systems and integrated systems of insulation structures.
Since February 1, 2024, Changsha City, the external wall insulation project should give priority to the use of self-insulation system, thermal insulation structure integration system.
In order to ensure the quality and safety of external wall insulation projects, improve the quality of construction projects, and help achieve the goal of "double carbon" in the construction field, according to policies, regulations, standards and related documents such as "Regulations on Quality Management of Construction Projects", "Regulations on Green Building Development in Hunan Province", "Design Standards for Energy Efficiency of Residential Buildings in Hunan Province" DBJ 43/T 025-2022 and "Notice of Hunan Provincial Housing and Construction Department on Printing and Distributing
1. basic requirements
(I) exterior wall insulation project should give priority to the use of self-insulation system, thermal insulation structure integration system.
The thermal insulation system and thermal insulation materials used in the (II) external wall thermal insulation project shall have the current effective application technical standards, specifications or procedures issued by the state, industry or Hunan Province.
(III) exterior wall external thermal insulation works shall not adopt the method of pasting facing brick as the facing layer.
Residential buildings delivered with (IV) blanks shall not use external wall internal insulation system.
It is (V) prohibited to use external wall insulation materials with combustion performance lower than B1 level. Among them, the external wall insulation system and a class of high-rise building shelters, densely populated places project insulation material combustion performance grade should be A.
When the (VI) high-rise building adopts the external insulation system of the exterior wall of the thermal insulation decorative board, the safe and reliable connection and installation methods such as sticking anchor combined with support and hanging shall be adopted, and the method of fixing only by sticking anchor shall be prohibited.
(VII), in addition to the curtain wall system, the application height of other exterior insulation systems should not exceed 100 meters.
When composite thermal insulation board, thermal insulation decoration integrated board and other composite thermal insulation board are used in (VIII) external wall thermal insulation project, the calculated thickness of energy-saving design only refers to the thickness of thermal insulation core material in the composite thermal insulation board, and the thickness of each layer of the composite thermal insulation board shall be indicated separately in the construction drawing.
If the (IX) is limited by objective conditions, the following situations occur: first, the application height of the external wall insulation system exceeds 100 meters; Second, the residential building delivered by the blank adopts the external wall internal insulation system; Third, there is no external wall insulation material or system with relevant national, industrial and local standards in Hunan Province. Special demonstration should be carried out and reported to the provincial housing and construction department for approval.
The construction drawing documents submitted for review on and after February 1, 2024 shall strictly comply with the above requirements.
2. Strictly Implement the Main Quality Responsibility of External Wall Insulation Project
All participating units should earnestly implement relevant standards and specifications to ensure the quality and safety of external wall insulation projects.
(I) construction units shall not express or imply that the design and construction units use external wall insulation systems and materials that do not meet the requirements of standards and specifications, and shall not modify the external wall insulation systems and materials that have been reviewed and approved without authorization. For high-rise buildings with external wall insulation, before the completion acceptance and filing, the construction unit shall set up prompt signs and risk tips at prominent positions on the external walls of each building, indicating the type of external wall insulation materials, combustion performance grade, fire prevention requirements and other information.
The (II) design unit shall carry out the external wall thermal insulation design in strict accordance with the relevant standards and specifications of building energy conservation, and shall comply with the relevant provisions of the state, province and city. The detailed structure, node practices and technical requirements of each part of external wall insulation shall be specified in the design documents.
The (III) construction unit shall formulate a special energy-saving construction plan in strict accordance with the construction drawing design documents that have passed the review, and shall use the same materials and processes to make templates on site, and only after confirmation by relevant parties can the external wall insulation construction be carried out to ensure that the quality of the external wall insulation project meets the requirements of standards and specifications. Fire safety management measures shall be strictly implemented for thermal insulation materials entering the construction site.
The (IV) supervision unit shall supervise the construction of the external wall insulation project according to the construction drawing design documents and standards and specifications, and inspect the external wall insulation system and materials entering the construction site.
(V) testing institutions shall test the external wall thermal insulation system and materials in strict accordance with the requirements of construction project quality management and the requirements of current national, industrial and local energy-saving standards and relevant documents.
(VI) external wall thermal insulation system and material supply units shall be responsible for the quality of thermal insulation system and materials, publicize building energy-saving products (materials), and timely register the entry of thermal insulation system materials in Changsha building materials application management information platform.
During the warranty period, the construction unit shall bear the corresponding quality assurance responsibility for the external thermal insulation project of the existing civil buildings in the (VII); outside the warranty period, the owner shall bear the corresponding maintenance responsibility. If the owner has entrusted the property service person, the entrusted person shall regularly carry out hidden danger investigation on the external thermal insulation project of the existing civil building according to the (property service contract) agreement. If there are quality defects and damages such as cracking, hollowing, deformation, water seepage and falling off in the external thermal insulation system of the external wall, timely feedback to the owner and declare or repair according to relevant procedures. If there are potential safety hazards, on-site safety tips shall be made.
This notice shall be implemented as of February 1, 2024 and shall be valid for 5 years.
