2024 Opinions on Accelerating the Construction of Waste Recycling System
The "Opinions" proposed that by 2025, a waste recycling system covering all fields and links will be initially established. The annual utilization of bulk solid wastes such as tailings, fly ash, coal gangue, smelting slag, industrial by-product gypsum, construction waste, and straw reached 4 billion tons, and the comprehensive utilization rate of newly added bulk solid wastes reached 60%.
A few days ago, the General Office of the State Council issued the "Opinions on Accelerating the Construction of a Waste Recycling System" (hereinafter referred to as the "Opinions").
The Opinions emphasized that to accelerate the construction of a waste recycling system, it is necessary to be guided by Xi Jinping's thoughts on socialism with Chinese characteristics in the new era, thoroughly implement the spirit of the 20th National Congress of the Party, fully implement Xi Jinping's thoughts on ecological civilization, and fully, accurately and comprehensively implement the new development concept, Adhere to systematic planning, coordinated advancement, classified policies, precise force, innovation-driven, quality improvement and efficiency, government guidance, and market-led principles, following the concept of circular economy of reduction, reuse and resource utilization, with the goal of improving the efficiency of resource utilization, taking fine management, effective recovery and efficient utilization of waste as the path, covering all fields of production and life, developing resource recycling industry, improving incentive and restraint mechanism, and accelerating the construction of a comprehensive, efficient, standardized and orderly waste recycling system, To build a green and low-carbon foundation for high-quality development and help build a beautiful China in an all-round way.

The annual utilization of major renewable resources such as scrap steel, scrap copper, scrap aluminum, waste lead, waste zinc, waste paper, waste plastics, waste rubber, and waste glass reached 0.45 billion tons. The annual output value of resource recycling industry reached 5 trillion yuan. By 2030, a comprehensive, efficient, standardized and orderly waste recycling system will be built, and the overall level of waste recycling will be in the forefront of the world.
The Opinion identifies five policy initiatives. The first is to promote fine waste management and effective recycling. We will implement precise policies according to different sources of waste, strengthen the fine management of industrial waste, improve the collection system of agricultural waste, and promote the classification and recovery of social waste. The second is to improve the level of waste recycling and reuse. According to the different utilization methods of waste, we should strengthen the comprehensive utilization of bulk solid waste, strengthen the efficient utilization of renewable resources, guide the convenience and standardization of second-hand commodity trading, promote the remanufacturing of waste equipment, promote the energy utilization of waste, and promote the resource recycling production mode. Three is to strengthen the key waste recycling. Taking into account factors such as the value of waste resources, social attention, and the difficulty of recycling, we will deploy key waste recycling work, strengthen the recycling of used power batteries, strengthen the recycling of low-value recyclables, and explore new waste recycling paths. The fourth is to cultivate and strengthen the resource recycling industry. Promote the development of industrial agglomeration, cultivate key enterprises in the industry, and guide the standardized development of the industry. Fifth, improve the policy mechanism. Focus on policy and mechanism blocking points and difficulties, improve support policies and land security mechanism, scientific and technological innovation mechanism, renewable materials promotion and application mechanism.
The Opinions require all relevant departments in all regions to strengthen organization and leadership, improve working mechanisms, refine goals and tasks, and ensure that various policy measures and key tasks are effective; grasp publicity and guidance, and vigorously promote the importance of waste recycling and related policies Measures to create a good social atmosphere; strengthen international cooperation, actively participate in the setting of international circular economy issues, and deepen multilateral and bilateral cooperation.
