Eight departments recently jointly issued the "building materials industry steady growth work plan" to promote the application of green building materials
Accelerate the implementation of government procurement to support green building materials to promote building quality improvement policies, and accelerate the promotion and application of energy-saving, low-carbon, safe, and cost-effective green building materials in government engineering projects.
Eight departments including the Ministry of Industry and Information Technology, the National Development and Reform Commission, and the Ministry of Housing and Urban-Rural Development have recently jointly issued the "Work Plan for Steady Growth of the Building Materials Industry" (hereinafter referred to as the "Plan") and proposed that the building materials industry will maintain steady growth from 2023 to 2024. The operating income of regulated enterprises such as green building materials, mineral functional materials and inorganic non-metallic new materials has increased by more than 10% annually, the numerical control rate of key processes in major industries has reached more than 65%, and the production capacity above the energy efficiency benchmark level in cement, glass and ceramic industries has accounted for more than 15%, and the high-end intelligent green level of the industry has been continuously improved.
The "Plan" also clarified the four aspects of "expanding effective investment and promoting industry transformation and upgrading; enhancing effective supply and stimulating new momentum for industry growth; promoting green building materials and planting green consumption concepts; deepening international cooperation and achieving high-level mutual benefit and win-win results" A total of 10 work measures.
Among them, it is proposed to promote green transformation. Fully implement the "Building Materials Industry Carbon Peak Implementation Plan", support qualified regions and enterprises to carry out green and low-carbon first demonstrations, and explore and promote effective models and experiences. Focus on energy structure transformation,Energy saving, carbon reduction and emission reduction,comprehensive utilization of resourcesIn other aspects, we will support industry-finance cooperation and increase efforts to transform green and low-carbon technologies. Focusing on cement, flat glass, building sanitary ceramics, glass fiber and other industries, the catalogue and application guidelines of energy-saving and carbon reduction technologies will be released annually, the pilot project of "dissecting sparrows" will be promoted, the transformation plan will be summarized, the construction of a number of demonstration projects will be supported, and building materials enterprises will strive for Grade A environmental performance.
Deepen the development of green building materials to the countryside activities. For different application fields such as farm houses and infrastructure, encourage the use of bulk cement, ready-mixed concrete, ready-mixed mortar and other products, support the development of typical demonstrations of green construction solutions, and provide system solutions. Intensify publicity and guidance, further enhance the concept of green building materials consumption, and boost the level of green consumption in the building materials market. On the basis of the pilot project of green building materials products going to the countryside, all localities are encouraged to actively explore the new mode of green building materials industry going to the countryside, and promote the in-depth development of green building materials going to the countryside.
Expand the promotion and application of urban green building materials.Accelerate the implementation of government procurement to support green building materials to promote building quality improvement policies, and accelerate the promotion and application of energy-saving, low-carbon, safe, and cost-effective green building materials in government engineering projects. Organize and carry out pilot demonstrations of the application of green building materials projects, guide key construction companies to increase the scope of application and procurement of green building materials, promote the coordinated development of green building materials and green buildings, and increase the proportion of green building materials used in new buildings and existing building renovation.
Improve the green building materials product certification system. Improve the evaluation standard system of green building materials products, further expand the scope of implementation of green building materials product certification, and accelerate the certification of green building materials products. Promote the interconnection of green building materials product certification data and relevant adoption application databases, and promote the mutual recognition of green building materials product certification results in different departments and levels. In combination with the activities of green building materials going to the countryside and the pilot work of government procurement of green building materials to promote building quality improvement, we will guide building materials production enterprises to actively carry out green building materials product certification, and strive to increase more than 1500 green building materials certified enterprises and more than 3000 green building materials certified products by the end of 2024.
